Code:
0x800707E7 - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation

This occurs when trying to upgrade Win 7 Pro SP1 to Win 10 Pro 22H2 both via the Media Creation Tool and with a USB stick made with the Media Creation Tool yesterday.

Code:
C:\$WINDOWS.~BT\Sources\Panther\setuperr.log

mentions

but I have not been able to find any rogue profiles or naming issues of any profiles in directory names nor in the registry.

I have successfully upgraded the system from 64-bit Win 7 Pro SP1 to 64-bit Win 8 Pro to 64-bit Win 8.1 Pro.

Attempting to upgrade to 64-bit Win 10 Pro 22H2 still led to the following error message.

Code:
0x800707E7 - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation

Hello and welcome,

Upgrading a broken OS is not recommended. The problem can still occur as this case proves again.
Did you change some user profile settings in the past running Windows 7 OS, for example re-directing folders ?
Please do following to start with:

Collect System Variables
  1. Click the Start button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator.
  3. When command prompt opens, copy and paste the following command into it, then press enter.

    Code:
    set > "%userprofile%\Desktop\set.txt"
  4. This will create a file, set.txt on your Desktop. Please attach that file to your next reply.

Hello PeterJ,

There have been no profile changes or removals on my computer that I am aware of.

AMD graphics so the common Nvidia created issue of the UpdateUsr profile isn't present. It seems to the be the most common problem in my Googling.

I'll stop attempting fixes on my own.

As it has been three hours since my last update, I figured I should give the current state of things.

After my last update post I was working my way backwards from 22H2 through the 14 releases of Windows 10 towards 1507.

I had gotten to 1909 when you sent your message stating that wasn't a good idea.

Lets have a more detailed look at your machine.

FRST Scan:
  1. Download the Farbar Recovery Scan Tool and save it to your Desktop:
64-bit: Downloading Farbar Recovery Scan Tool
Note: Your antivirus program may report FRST incorrectly as an infection. If so, disable the real-time protection when downloading and running FRST.
  2. Right-click FRST64.exe to run the tool as administrator. When the tool opens click Yes to disclaimer.
  3. Note: Ensure that the Addition.txt check box is checked at the bottom of the form within the Optional Scan area.
  4. Press the Scan button.
  5. Please wait for the tool to finish. It will produce two logfiles called FRST.txt and Addition.txt in the same directory the tool is run from (which should be the desktop)
  6. Post the logfiles FRST.txt and Addition.txt as attachment in your next reply.

Step 1:
Uninstall following programs:
- Avery Toolbar
- Updater

Step 2:
Warning: This script was written specifically for this user, for use on that particular machine. Do not run this script on another machine.
  1. Download the attachment fixlist.txt and save it to your desktop.
  2. Right-click on FRST64.exe and select "Run as administrator".
  3. Press the Fix button.
  4. The tool will now process fixlist.txt.
  5. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
  6. When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  7. Attach the logfile Fixlog.txt to your next reply.

Step 1:
Uninstall following program:
- Norton Secure VPN

Step 2:
There is a folder called ShortCuts on the desktop with read-only flag set. Why ?

Hello PeterJ,

Successfully uninstalled
- Norton Secure VPN

No idea. Looks like it was created in 2011 according to properties. I don't really go in the folder ever.

I have right clicked on it. Gone to properties. Unchecked "Read-only (Only applies to files in folder)". Clicked on Apply.

I get a dialog box saying it is removing the attribute, but going back it seems to remain.

Seems to be the case with all the folders on my Desktop.

Hello PeterJ,

Please find attached the requested Fixlog.txt

I had already done the following after my last post.

I went through "ShortCuts" and found most of it stuff I could delete.

Old links, old copies of my "iTunes Music" library.

A few random pdfs and jpgs and a Quicken database from 2012-2013.

In the "iTunes Music" library in the "ShortCuts" folder I found that the "Dave Matthews Band" I had absolutely no permissions to the folder. I couldn't rename it, I couldn't delete it, I couldn't use the security tab advanced options to do absolutely anything to it.

I held shift as I restarted and used the command prompt and was able to delete this folder.

Sorry for any trouble this may cause.

Try the upgrade to Windows 10 again and report the result.
If it fails attach the file C:\$Windows.~BT\Sources\Panther\setupact.log to your next reply.

Hello PeterJ,

Huzzah! Huzzah! Huzzah!

I am happily posting this from Windows 10 Pro 22H2.

Is there anything left you would like me to do?

I consider this a solved issue.

Great.

Is there anything left you would like me to do?
No. We are done.
I'll mark this thread as solved.

Take care.
