Another DPC latency issue

and what does that mean? run as admin? in any event my computer was nailed by a power surge when lightning struck. my ethernet is dead even with reinstallation of drivers. my sound jacks in the front are dead too. my sound is jittery and also stutters. comcast came to replaced the modem because...
