Windows 10 Update KB3197954 Fails to install.

I have been having this problem for quite a while now, and it is starting to get quite annoying. Essentially, every time I try and either shutdown or restart the computer, it attempts to install the 'Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3197954)'. When...
