Win8 refusing to update. Cannot update to 8.1 either

Win8 refusing to update. Cannot update to 8.1 either

Windows 8 hangs on automatic OR manual updates. Will not update to 8.1 either. I did *something* several days ago to give me an error code and I researched it to find this area. I believe the error code was 0x800703F1, that's what my history shows I looked at, but I foolishly didn't write it...
