I take it cant be fixed? Will i have to do a completely new install of windows?

Windows Update Wont Install Updates Windows 8.1

Already tried SFC. Cant Run SFC unless i boot to the new safe mode commandprompt thing. http://1drv.ms/1AeBj3H Uploaded the CBS folder and reuploaded first file to my onedrive.

http://www.filedropper.com/components Ive tried everything ive been troubleshooting for the last 2hrs and im just done so i seen a thread that i should post my componets file so that is what i have done.
