Toshiba Laptop Won't Update...Stuck on Win 10 v1607

For the past many months the computer has failed numerous times to install these two updates: KB4049411 and KB4033631. If simply search for updates, it searches for about 30 minutes and errors off with error code 0x800705b4. If I let the Win 10 Update Assistant do the update, it runs 4+ hours...
