I cannot figure out how to rename C:/Windows/System32/config/SOFTWARE I keep getting the "The action cannot be completed because the file is open in System". I've tried re-booting in Normal and Safe Mode, but keep getting the same result. What else can I try?

Recently ran Windows update. 1 Important update (kb4038777) seemed to download and install ok, then prompted to restart computer. Windows configuration seemed to stall at 30% and eventually received a "Failure Configuring Windows Updates" message. Error code 8007054F. Dropbox - CBS.zip
