Svchost sitting at 14%, wuauserv issue

Hello there! So im running windows 8.1. brand new system. One of the svchost in task manager constantly sits at 14 to 15%. I've found that wuauserv and other associated services were causing the problem. I've attempted stopping these services and deleting the contents in the software...
