I've done as you asked however there is a big issue with the source of install.wim, you will see in the command prompt contents I copied and included in the zip file which I incorrectly titled sfc scan contents that I attempted the restore health command but the system could not find the source file nor did I or you denote a source location in the command and frankly I don't know how we could have. I was attempting further in the unhide the hidden recovery partition which on my computer is disk 0 partition 6 which is 9GB the larger of three recovery partitions and definitely hidden, the other two 1 and 5 are only 450MB. the goal was to assign it a drive letter in hopes that you might come up with source location for install.wim but the override failed saying I used the wrong command which I emulated from dism help set, it's all there for you to see. Again the override to reveal the hidden recovery partition so as to assign it a drive letter failed so if that is pertinent to what we are doing I would need correct command, you will see in the contents exactly what i did.
So how do we come up with a source for install.wim which i believe is what it is looking for in order to complete successfully ?
Also I had read in one place only somewhere that it was necessary to start the component store before running restorehealth but i don't see that any place else so please weigh in on the necessity of that.
It said it was trying to download the files and I wondered if it mattered that i was in safe mode running the command though i can't imagine where it would download a file pertinent to my machine, please advise on that and suggest next action.

Other than the limitations mentioned, DiskPart otherwise does
not check the partition type for validity except to ensure that
it is a byte in hexadecimal form or a GUID.
OVERRIDE Enables DiskPart to force the file system on the volume to
dismount before changing the partition type. When changing
the partition type, DiskPart will attempt to lock and dismount
the file system on the volume. If this parameter is not specifie
d,
and the call to lock the file system fails, (because some other
application has an open handle to the volume), the entire
operation will fail. When this parameter is specified, the
dismount is forced even if the call to lock the file system
fails. When a file system is dismounted, all opened handles to
the volume will become invalid.
NOERR For scripting only. When an error is encountered, DiskPart
continues to process commands as if the error did not occur.
Without the NOERR parameter, an error causes DiskPart to exit
with an error code.

A partition must be selected for this operation to succeed.
Caution:
