I'll test it out. I got a really good UPS that shows the voltage and stuff on screen, it shows 120 stable. but I don't know how to tell if my outlet is properly grounded. I'll start doing some research on that.

32gb Ram 3600 mhz (replaced this, old/new still stutter)
NVme ADATA S11 SSD, Kingston 500gb ssd (replaced & installed windows on both , still stutter)
EVGA 750w modular gold psu, 1 yr old
EVGA 2070 Super XC Ultra GPU (replaced with old gpu and still stutter)
MSI Z370 gaming plus (bios updated, xmp off/on etc, lowered cpu freq, dram etc, still stutter)
Tested brand new monitors/tv's, still stutter.
Different mice/keyboard tested etc, still stutter.
The thing is, It stutters on PS4 as well in the exact same way, so it makes me believe its not my PC.
I went to BestBuy and purchased a $1500 PC that I bought to test, and return. Exact same stuttering occurred on the brand new PC.
I thought it was my internet provider, (Fibre, 600 up/down) ran all tests, nothing wrong. Called them, they ran tests , couldn't find anything. So I even switched back to my old internet provider, plugged it in, and exact same stutter. So it can't be my actual internet providers fault since it happened on 2 different networks.
Replaced all cables , etc. Tried different ports in my house. No luck.
It randomly worked for 2 days a week ago. I didn't touch anything. I was super happy. PS4/PC was running smoothly, no stutters, then it started happening again..
I'm going to try what you told me and gonna test it out. Thank you for replying. I appreciate it a lot. This has been taking a major toll on me not knowing why it's happening.
