Server 2019 - Update issues, also unable to run SFC, DISM, and Component Scanner tool

I have a Server 2019 std that is failing to run updates. SFC stops at about 37% every time I run it. DISM fails and the component scanner seems to get stuck around "Checking WinSxS catalogs against CanonicalData\Catalogs". Are there things I can try to get this working, or any specific logs...

-SFC and DISM have been tried -Resetting update components has been tried. -It appears that updates are rolled back every time a reboot to finalize updates is run.

I am looking at a recent load of a Windows Server 2022. Updates are failing to install. So far I have: -Used DISM, including component cleanup and a reset base -Used SFC -Used Windows built-in troubleshooter -Renamed the catroot2 and software distribution folders to start fresh -Reset BITS and...
