    Windows Update error 80070bc9 now become infinite Update restart loop

    Hi and hope you can help.

    This began with the rather generic 80070bc9 Win Update error code when installing updates includes .NET 3.5 SP1 security fixes (2 of these plus a couple of other updates). Following this, I could not install *any* updates (tried them singly). Win 7 Home Premium x64, using MS Security Essentials.

    Tried from a clean boot but same issue.

    Since .NET seemed to be implicated, I repaired the .NET installation as per here:
    Error codes ?0x80070643? or ?0x643? occur when you install the .NET Framework updates

    There was actually a single ERROR line (couldn't delete some DLL due to use by another process) in the automated cleanup tool log, but it said it was successful. I was able to install .NET 4.5 and 4.5.1 via the MS Download Centre versions but, strangely, the 3.5 SP1 installer would not even run: could see the process running in Task Mgr but then just died.

    Following all this, Windows Update got stuck in an infinite 'restart to finish installing important updates' loop (with a red cross need to Check for Updates on each reboot).

    Perhaps unwisely, tried to reset the transactional logfiles as in other similar analyses here; e.g.:

    However, I couldn't delete files in the TxR folder (in use by other process) in elevated command prompt or even in safe mode with cmd prompt (strange), so I don't think I've damaged anything even if I could have.

    I attach a ZIP of the CBS folder as requested.

    Thanks in advance for any advice.

    P.S. Didn't run SURT before capturing the CBS folder. (The posting instructions don't mention that, though I notice you ask that a lot within individual threads.) The description of what SURT does suggests I may as well try that first, so will do so and repost newer CBS folder when done... May be off to bed soon so that may be tomorrow UK time.

    Tried again but same loop (did one restart to check).

    SFCFix Script

    Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

    1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
    2. Download the attached file, SFCFix.txt, and save this to your Desktop. Ensure that this file is named SFCFix.txt - do not rename it.
    3. Save any open documents and close all open windows.
    4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.txt.
    5. Drag the file SFCFix.txt onto the file SFCFix.exe and release it.
    6. SFCFix will now process the script.
    7. Upon completion, a log should be created on your Desktop: SFCFix.txt.
    8. Copy (Ctrl + C) and Paste (Ctrl + V) the contents of this into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.


    Then re-run the System Update Readiness Tool and post the log:

    C:\Windows\Logs\CBS\CheckSUR.persist.log

    Export registry as hive

    1. Click on the Start button and in the search box, type regedit
    2. When you see regedit on the list, right-click on it and select Run as administrator
    3. When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.

      HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing

    4. Once selected, click File > Export....
    5. Change the Save as type: to Registry Hive Files (*.*)
    6. Name this file SideBySide (with no file extension) and save it to your Desktop.

    Would you be able to explain the steps a bit as we go along? (I appreciate that you might not want to reveal *all* your trade secrets...) It seems like niemiro's SFCFix.exe script alters/resets some CBS registry keys as well as 'restoring ownership and permissions'. Is this a generic script which tries to fix common registry-related problems (presumably 'stuck'/stale update states which are safe to reset)?

    The SURT output went from 61 to 20 errors which suggests some progress. The 1 registry error it finds second time round is for the KB2861698 package, which I can confirm is one of the updates which originally started the problem. (There were two .NET 3.5.1 security fixes.): MS13-082: Description of the security update for the .NET Framework 3.5.1 on Windows 7 Service Pack 1 and Windows Server 2008 R2 Service Pack 1: October 8, 2013.

    Would you be able to explain the steps a bit as we go along? (I appreciate that you might not want to reveal *all* your trade secrets...) It seems like niemiro's SFCFix.exe script alters/resets some CBS registry keys as well as 'restoring ownership and permissions'. Is this a generic script which tries to fix common registry-related problems (presumably 'stuck'/stale update states which are safe to reset)?

I don't have much time at the moment so won't be able to give you the next part of the fix, or explain any of this just yet, but I've some free time (such a rarity) on Wednesday, so I'd be more than happy to do all of that then. Be careful what you ask for, the only reason I might not reveal my trade secrets is because I'm afraid it might bore you to death! I'll answer your questions and explain all on Wednesday though.

    Now each line is a CBS Registry Error, which narrows the problem down to a specific part of the registry (the part I asked you to export for me, which ties into the other errors which I'll come to in a second):

    Note the CBS in the SURT errors is an acronym for Component Based Servicing.

    In this registry key, there are various subkeys about the components installed on your computer, and their packages. There are two types of CBS Registry Errors, each with a different error code; in this case, we have: 0x80070002. We can now lookup what this error translates to. As this is an NT error code, we can drop the 8007 suffix and lookup the meaning of 0x2:

    We want to look at winerror.h, so we know this means: ERROR_FILE_NOT_FOUND. So now we have two possibilities:

    1. Something is missing
    2. Something is wrongly saying something should be there

    The next part I know from experience, so can't really explain it, but as these errors are complaining about the Visibility and CurrentState values, I know it's the first possibility.

    Now in the CBS key, we have a packages folder and in there are subkeys for all of the packages you have on your computer. So for all of the package names listed in your CheckSUR log, you were missing a value for CurrentState and Visibility. Solution? Put a new one in.

    99% of the time the values will be 00000070 for Visibility and 00000002 for CurrentState, so all I did was write up a script to instruct SFCFix to insert these into your registry:

    SFCFix Script

    Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

    1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
    2. Download the attached file, SFCFix.txt, and save this to your Desktop. Ensure that this file is named SFCFix.txt - do not rename it.
    3. Save any open documents and close all open windows.
    4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.txt.
    5. Drag the file SFCFix.txt onto the file SFCFix.exe and release it.
    6. SFCFix will now process the script.
    7. Upon completion, a log should be created on your Desktop: SFCFix.txt.
    8. Copy (Ctrl + C) and Paste (Ctrl + V) the contents of this into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.

    Wow, what are the chances! Very small world indeed. It's strange how the email didn't come through, give me a shout if it happens again and I'll see if one of the admins can look into it.


    Right, nearly there! Let's take one, hopefully last, export and see what's up with your registry:

    Export registry as hive

    1. Click on the Start button and in the search box, type regedit
    2. When you see regedit on the list, right-click on it and select Run as administrator
    3. When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.

      HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing

    4. Once selected, click File > Export....
    5. Change the Save as type: to Registry Hive Files (*.*)
    6. Name this file CBS (with no file extension) and save it to your Desktop.

    Thanks for understanding. Fortunately, my final exams for these modules are in January, but they still keep us busy with assignments until then! I study Maths :) We were introduced to SIMUL8 by our lecturer, but that's the only simulation work we've done so far.

    Right, this should finish off those last few errors!

    SFCFix Script

    Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

    1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
    2. Download the attached file, SFCFix.txt, and save this to your Desktop. Ensure that this file is named SFCFix.txt - do not rename it.
    3. Save any open documents and close all open windows.
    4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.txt.
    5. Drag the file SFCFix.txt onto the file SFCFix.exe and release it.
    6. SFCFix will now process the script.
    7. Upon completion, a log should be created on your Desktop: SFCFix.txt.
    8. Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.

    OK, reran it. There were some problems with the SFCFix.txt file:

    (i) The file was in a UTF-8 mode with leading byte order marks in the file (hex EF BB BF). Most text editors hide this, so it's hard to spot unless you look at a raw hex representation of the file.

    It looks like SFCFix.exe reads it as a raw byte stream, so can't handle this:

    Code:
    RegistryScript:: is not a recognised directive. The following lines were entered under this directive:
    None of the entries are processed.

    I've had this before with files from certain text editors on certain OSs and got rid of it (using gvim and the :set nobomb command). However, there was still a problem because the keys were coded in the file as HKEY_LOCAL_MACHINE\CBS\... instead of the full CBS path prefix. This causes SFCFix.exe to hang and eat CPU, so the code probably needs fixing to:

    (a) avoid whatever loop it gets into if the registry path is invalid;
    (b) handling UTF-8 format text files (probably by using some higher level file-access API rather than some lower level byte-stream one).

    What's it written in? (Guessing C++ or C#.) Is it open source?

    Anyway, I corrected the registry paths and it ran OK. However, SURT log still shows 1 error, identical to 1 of the 3 previously there :-( Is that something that can happen?

    Anyway, SFCFix output is as below, and attaching the SURT log and CBS hive extract.

    Not your fault, but the time elapsed without updates is getting me close to a Windows reinstall. Do you anticipate many further 'rounds' to be necessary...

    (I've got pretty good backups so not *too* painful though I really should have taken a proper disk image of my full base install to make that easier...)

    Hello Stuart!

    I am the developer of SFCFix. Thank you for your comments. SFCFix is a tad buggy at the moment because I've just transitioned to v2 from v1, adding large quantities of extra code, and there are still some non-dangerous bugs to iron out. I understand this, and will implement them as soon as possible.

    (i) The file was in a UTF-8 mode with leading byte order marks in the file (hex EF BB BF). Most text editors hide this, so it's hard to spot unless you look at a raw hex representation of the file.

    It looks like SFCFix.exe reads it as a raw byte stream, so can't handle this:
    The script was in UTF-8, as you said. However, at this time SFCFix only supports ANSI and UTF-16LE (I know what you're now going to say about using UTF-16!), including UTF16-LE BOM.

    (a) avoid whatever loop it gets into if the registry path is invalid;
    This will be fixed.

    What's it written in? (Guessing C++ or C#.) Is it open source?
    C++, and it's closed source. It targets Microsoft VC++ 2005 and contains no external libraries.

    Not your fault, but the time elapsed without updates is getting me close to a Windows reinstall. Do you anticipate many further 'rounds' to be necessary...
    With only 1 error left, it should be only one more round. Please try the script attached.

    Thanks for the response and comments niemiro. Just hope my comments were helpful in terms of future SFCFix developments.

    After running the latest script and SURT, I am down to 0 errors but am still stuck in an infinite loop of need to check for updates (with red cross) and then a requirement to restart (returning to the red cross scenario on restart).

    I attach a ZIP of my CBS registry entries (in hive form). Anywhere to go from here?

    Since it's now in a 'no error state', I guess I could also try running the Microsoft Fix-It stuff again, since the system might now be in a state that it can fix something. I'll try this tonight if I don't hear to the contrary...

    P.S. I didn't post the SURT log and script outputs since there seemed no point as it's now down to 0 errors.

    Ran FixIt stuff as per here but no luck. The manual instructions did talk about an 'aggressive' mode to the FixIt tool but no such option was available when I ran it.

    So back in the hands of my SysNative guardians :-) A bit frustrating to have 0 SURT errors and yet still have a broken Windows Update :-(

    Hi Stuart,

    Sorry to disappear at just about the worst time possible - I went home at the weekend and have been so busy with revision since coming home.

    I'm so, so sorry about the fix. It was in UTF-8 because I have recently upgraded to Windows 8 and lost my Notepad++ settings, meaning the default text encoding was reverted back to UTF-8 /wo BOM. It's back to ANSI now, so this won't happen again.
    As for the invalid key name, well I have no excuse for that and it was due to sheer incompetence at my end, so for that, I am sorry :)

    Fortunately, we're done with that area of the registry now, so let's get some fresh logs and see what's happening:

    Export CBS folder

    1. Click the Start button then click Computer.
    2. Double-click on the C: drive, under the Hard Disk Drives category, and then scroll down to, and double click on the Windows folder.
    3. Find and double click on the Logs folder.
    4. Right-click on the CBS folder, and select Copy.
    5. Go back to your Desktop, right-click on it, and select Paste. You should now see a copy of the CBS folder appear on your Desktop called CBS.
    6. Right-click on this new folder, and navigate through Send to, and select Compressed (zipped) folder.
    7. A new file, also called CBS (CBS.zip), but this time with a different icon, will be created.

    The error Windows Update is failing with (0x80070bc9) is mentioned a lot here, but this error isn't any use to us as it is just a knock on effect of another problem. The other problem can be found at the bottom of the log, the 0x5 errors on one of the registry keys.

    From your last upload of the CBS key, I found the subkey with the problem:

    See how there are no values in this key, nor is it expandable, unlike the other keys. As this was returning an 0x5 error, indicating a permissions issue, I loosened the permissions on this key and look what it revealed:

    There they are!

    So to fix this, we need to edit the permissions. In regedit, can you find this key:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackagesPending\Package_1_for_KB2846960~31bf3856ad364e35~amd64~~6.1.1.3

    Right-click on it and select Permissions.... Click Add, the in the Object Names box, type Everyone and click Check Names, it should underline the name, indicating that it found the group, now click OK. Tick the Allow > Full Control box, then Apply, then OK.

    Close regedit, reboot, cross your fingers and hope Windows Update works! It's the only error that I can see in your logs, so hopefully this should be the last part of the fix! If it does continue to fail, can you upload your CBS log again please?
