Hi, I'm really really sorry for bothering You guys but I really ran out of ideas and hope that someone has some kind of idea how to proceed in a case like this.
It seems that I can install all windows updates except the latest May security patch bundle.
I tried all the steps described in the Windows Update Forum Posting Instructions:
Step #2 - Run SFC Scan
sfc /scannow
Windows Resource Protection did not find any integrity violations
Step #3 – SURT/DISM Scan
Got Installation Complete
I used Windows6.1-KB947821-v34-x64 and it got 95 out of 103 issues with CSR, these are the issues still remaining (AVAST ?!)

Step #4 - Run SFCFix
SFCFix counts some entries that were marked by SURT as fixed as erros, log:

a) After all the tools were run I tried restarting multiple times and installing the update:

Microsoft Update Catalog when installing manually I get a similar error:

- Run the Windows Update troubleshooter - everything looks fine , except the troubleshooter can't fix my specific problem
Detection details points to an issue with
BITS however the resolution points back to a endless loop leading to point c
- Rename software distribution backup folders (Did it once, did not work)
- Download the most recent Servicing Stack Update (SSU) (Already installed)
I'm left with "Reinstall Windows" so that's why I'm posting here
