[Win7SP1Pro] Unable to install Azure PowerShell

when trying to install Azure PS, the prerequisite of Windows Management Framework 3.0 fails to install. I am running Windows 7 Professional SP1 fully patched. Running the install as administrator, etc. The install keeps failing no matter how I try and run it, just says this product did not install successfully.

the following error in the event log:

Installation Failure: Windows failed to install the following update with error 0x800f0900: Update for Windows (KB2506143).
