[SOLVED] Windows 8 keeps telling me to restart to complete updates

Hello to whoever is reading, I recently refreshed my windows 8.1 computer and it went back to windows 8 so I tried to update back but it keeps telling me to restart to "finish updates" and it never works. I have read in another forum I should post my cbs file so here it is: Dropbox - cbs.txt
can someone help me?

Please do following:

1. Click your start button and type cmd in the search box.
2. Right-click on cmd that comes up in the search results and select Run as administrator. Answer Yes to the UAC prompt if it appears.
3. Copy/Paste the following into the command-prompt window and hit enter.
reg query HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate /s > 1.txt && notepad 1.txt

4. Notepad will open showing the WU info. Can you copy and paste this into your next reply?

SFCFix and move the executable to your desktop.
Download the attachment SFCFixScript.txt and save it on your desktop.

Once done, a file will appear on your desktop, called SFCFix.txt.
