Windows can't update important files and services while the system is using them.

Having trouble using Windows Update currently. I get the message ''Windows can't update important files and services while the system is using them.'' I try restarting the PC as it suggests and nothing happens, it just wants me to restart again.

I have tried numerous solutions including:
Restarting in safe mode and trying to install it.
Doing a clean reboot and trying to install the updates.
Microsoft Fix It.
Windows Update Diagnostic (This gave me the error message ''Windows Update Error 0x80070057(2015-11-27-T-11_53_12P) Not Fixed''

Not sure what to do now, any help would be appreciated thanks a lot!

Hi and welcome to Sysnative. I need to gather some info. Please do the following.

Step#1 - Gather Info
1. Download SFCFix.exe and save this to your Desktop.
2. Save any open documents and close all open windows.
3. Double click on SFCFix.exe to open it.
4. Follow all on screen instructions and upon completion, a file should be created on your Desktop named SFCFix.txt.
5. Please post the contents of this log in your next post. Thank you.
