So, i started to notice unusual restart, shutdown, and startup times(~5-10mins) a few weeks ago. naturally, i double check my running applications (including background services), startup applications have been fine-tuned to the minimum, cleaned/purged unnecessary files(recycle and old files), double-checked memory allocation, and everything appears to be fine. so i do a sfc /scannow and it shows corrupted files related to windows telemetry. do some googling and stumble across this site.
