DPC Latency problems in Windows 8.1

I've tried all manner or driver updates, and I'm nearing my wits end. Thankfully this doesn't affect games, but videos get all manner of frame drops and audio glitching. I recently set disabledynamictick to yes, but that only seemed to fix the issue for a day. Please help me.
