Win 8.1 pro unable to shutdown / restart

Hi All,

My PC (on windows 8.1 pro) is not shutting down / rebooting if I do not do a hard shutdown (keeping shutdown key down for several seconds). It literally started three days ago (at least I noticed it then).

I deactivated fast start-up and did try to analyze event logs but was unable to single out any specific program/event/application that can cause this. Any help would be greatly appreciated.
