    Boot into a clean boot state, search for pending.xml again, delete if found.
    Delete everything you can in the following folder: C:\Windows\SoftwareDistribution\Download
    Reboot.

    configured clean boot state using msconfig. Shut off computer. It displayed "Shut down computer" for about 30 seconds then shut down.
    computer restarted, showing "Starting Windows" for ~35 seconds, then logon prompt.
    pending.xml not found
    deleted everything in C:\Windows\SoftwareDistribution\Download, 15,400+ files, total 1.37 GB
    restarting computer in Normal mode
    computer seems stuck at "Starting Windows" since 10:30 PM (6 minutes now).

    ... stuck for 19 minutes... it's late, i'll turn it off and try again tomorrow. Thanks for your help.

    Thanks, softwaremaniac, for pointing me to the right direction (DISM).


    I looked up DISM and ran this command "Dism /Online /Cleanup-Image /ScanHealth".


    DISM log indicated some errors it could not fix:
    (f) CSI C Mark Deployment Not Marked 0x00000000 c!avg.vc140.mfc_f92d94485545da78_14.0.24210.0_aa2852a4f2fb3c97 x86_avg.vc140.mfc_f92d94485545da78_14.0.24210.0_none_aa2852a4f2fb3c97


    Then I found this recent post (Windows 7 Playing up - Checksur.log entries relating to AVG | AVG) and followed the instructions to remove AVG. And Windows can boot up ok now!

    Again, later I found a post from Sysnative (in 2013) that mentioned the same solution: Windows Update Problems
    (This person did it manually: [Win7SP1 x86] CheckSUR log says 4 Winning Component Keys missing)

    I thought dism shouldn't be available in windows 7.
    Now I found, on MS website, it is available after the installation of Windows Assessment and Deployment Kit (Windows ADK).
    Did you install the ADK?
    Or am I missing something?

    The RestoreHealth command is not available, Scan Health and update (un)installation work normally.

    I did not install Windows ADK. I could run DISM on both harddrive installation and Windows 7 SP1 USB recovery environment, I think it's included. Yes, it has less command switches than versions in Windows 8.1 and up.

    update: problem was resolved by uninstalling both AVG and MSE.
