Ok, try these:
- Install the new nvidia driver 388.71.
- Change windows power settings to performance.
- (BIOS) Set intel speedstep to disabled.
- (BIOS) Set PEG port configuration, PCIEx16_1 link speed to Gen3.
- (BIOS) Set PEG port configuration, PCIe spread spectrum clocking to disabled.
- (BIOS) Save the settings, obviously.
Then post another speccy snapshot.
What ports are you using with your monitors?

If I'm not wrong, your dedicated GPU should have 5 ports: 3 display ports, 1 dvi-d, 1 HDMI.
Samsung Curved Monitor SE790C should have 1 Display Port (EA), 2 HDMI (EA).
Acer G246HL should have 1 DVI-in, 1 HDMI-in, 1 VGA.
