I did many different malware checks, but apparently, there is none. Is there any way to track down which process actually changes the cursor to busy? I also have Visual Studio installed. Would Spy++ help? If so, what should I look for?

It sounds like it's polling something. That's not necessarily a bad thing if it isn't severely impacting performance but I can see how it could be annoying. Perhaps you could change the parameters for what is starting and see if one of them affects it. Did you install any new software or hardware right before you started seeing it happen?
