So for a while now I have had an issue where full screen games would minimize and non full screen applications (e.g. google chrome) to be unset as the active foreground window if that makes and sense. This issue would always happen twice with a 10 second(ish) gap. This didn't occur very frequently (maybe once or twice a day). Recently by watching task managers CPU usage I noticed that whenever this occurred installer_no_upload_silent.exe would jump to the top (using most CPU) both times matching the pattern of it happening twice. So my question is does anyone know why installer_no_upload_silent.exe is causing this issue of switching active window and what would happen if I were to remove it? Not sure how really how important it is (its some background downloader for web based stuff right?).
I have had this issue for ages and never really bothered to look into it until now, I have had Kaspersky antivirus do full scans and found nothing. Running windows 7.
