Why can't you delete it? Do you get an error?
I can find nothing on WindoSE so it is not normal. And yes, it is taking up a huge amount of space. While it is a couple hours later, the only other thing I see with the same date is SmartSound Software - if that rings any bells. Have you scanned for malware?
What I do with files and programs I am not sure of is to rename them and see what happens. If something I need breaks, I just rename it back. That is easier than trying to restore something deleted. So if Windows will let you, try renaming the folder to something like this: WindoSE-delete-Curtis-8-23-15 (be sure to use dashes instead slashes). In that way, if you need to name it back, you can easily see the proper name. And with the date, if you forget about it for awhile, you will know how long it has been when you stumble on the folder or file again and know if it is safe to delete.
You may need to boot into Safe Mode to rename it, then boot normally. If you get an error at boot, hopefully the error will provide a clue as to what program is trying to use something in that folder.
