I'm using a Dell XPS 12 (9Q23) and have the same issue.
I think the "Tocuh" is a typo on some internal metadata of the application. I think the problem application is the Atmel TouchScreen Control, the ResetTouch.exe. This application lives in c:\Program Files\Dell\QuickSet, and I was running version 1.0.0.3.
Within the last half hour I've updated Dell QuickSet from 10.15.013 to 10.15.018, which has updated ResetTouch.exe to 1.0.0.5 and am waiting to see if that helps matters or now.
