The only numbers that look bad are the ISR counts for ataport.sys and the high cpu use for one core of 8. I sounds like you've already tried different storage drivers, and both Windows 7 and Windows 10. If the system has an updated BIOS available to try - install it, and have a long look at all the settings to make sure all the timings & such are just right. If the latest storage drivers don't work well, try a previous version or two. If Intel Rapid Storage doesn't work, try removing it, and just using "generic" drivers.
If the system is an older one, moving from Windows 7 to 10, run some diagnostics on your hard drives, to make sure that they aren't producing errors.
