Officially, "Blinding White" is referred to as "High Contrast White". To change it, go to Control Panel > All Control Panel Items > Personalization. At the bottom of the screen you'll find a choice of three other options to change from instead of the "High Contrast White".

Perhaps new themes will be available from third parties. Microsoft Edge has a choice between a light and dark theme in Settings but it merely changes the color of the tabs/favorites bar.
