I have been around computers since I hand-built my first one in 1980 (blank PCB and installed every single part) - that's before the PC came out and even pre-DOS - it ran on CP/M ! ! !
I have had this error several times and it basically says that the manifest has missing or corrupt files. I have done many searches and followed MANY suggestions and MANY, MANY reboots and MANY wasted hours / days (weeks??) for a viable answer. The only way that I've been able to resolve the 'error' is to go through an OS 'reinstall' (NOT a REFRESH - horrors!). Afterwards - the problem is gone and updates are then okay.
Having had this error occur yet again recently after an update, I looked for even more possible answers. And today - by pure luck - I saw a comment that essentially said that if the previous update information cannot be found, then you will get an install error such as "Windows Update error 0x800f0831". (I wonder if other error codes might also be seen.)
As I have often deleted files related to updates (for no good reason it seems), I have to believe that I have been causing my own problem and it is not an OS problem (per se)!
As there is no way (that I know of) to recover the old manifest information that new updates seem to want, then you get the error.
I have to believe that the OS manifest files are apparently modified in a way that REQUIRES they be present for future updates. Deleting them results in the 'pointers' are literally missing and future updates fail.
Perhaps Microsoft should consider making such critical files as 'read only / protected' by the OS and cannot be deleted very easily.
I'll be interested in reading thoughts and replies . . .
