Windows Updates Not Downloading

Server OS: Windows Server 2016 Standard

Windows Updates are stuck at 0% downloading...no updates have successfully installed since before 8/16. I have rebooted, run SFC Scan and DISM but no changes.

Attached are the CBS.zip and ComponentsScanner.txt.

I was able to get the updates to download again by stopping the Windows Update service, and deleting the content in C:\Windows\SoftwareDistribution, but all updates fail to install.
