Windows Update will not run.

[FrevenStanks]

Windows Update says "We couldn’t connect to the update service. We’ll try again later, or you can check now. If it still doesn’t work, make sure that you’re connected to the Internet." Internet is working fine.

My WindowsUpdate log says this:-

This is a completely fresh rebuild from a usb stick.

I've tried :-
netsh advfirewall reset
DISM /Online /Cleanup-Image /RestoreHealth
Both of which ran without issues.

Interestingly if I copy/paste the HTTPS://slscr.update.microsoft.com/SLS/{9482F4B4-E343-43B6-B170-9A65BC822C77}/x64/10.0.19045.2965/0?CH=508&L=en-GB&P=&PT=0x65&WUA=10.0.19041.2913&MK=Gigabyte+Technology+Co.%2C+Ltd.&MD=To+be+filled+by+O.E.M. line into a browser, I download an environment cab file.

Can anyone suggest any resolutions?
