Windows Update Issue on Server 2019

I'm having an issue with getting the cumulative update (each month) to install on a particular Server 2019 instance.

If I attempt to install it via Settings-->Windows Update it just hangs at downloading... then if I reboot the server and run Windows Update again, it says there are no updates available (as if it installed, but I'm pretty sure it did not).

If I download the update from the Windows Update catalog and attempt to manually install it (before even trying to install it via Settings-->Windows Update), it comes back and says that it's already installed on the computer even though it is not (for a given month).

I ran the SFCFix tool, ran "sfc /scannow" and ran the recommended DISM command, but those have not helped.

I delete the existing CBS.log file, attempted to manually install the Feb 2025 cumulative update and attached is the new CBS.log file.

I also came across this odd message in Event Viewer:

Application popup: Windows - Low On Registry Space : The system has reached the maximum size allowed for the system part of the registry. Additional storage requests will be ignored.

This is an "Info" severity item and the source is "Application Popup" even though it never actually popped up on the screen. The size of the SYSTEM registry file (in system32\config) is approximately 320MB

Any help would be greatly appreciated. Thank you in advance!
