Windows update installation failing. Probably the COMPONENTS hive is corrupted

I have been trying to install the KB5041773 on Windows 10 version 1607 but the installation is failing with error 2147943850 "Insufficient system resources exist to complete the requested service." After a tremendous amount of troubleshooting, I have come to conclusion that the COMPONENTS hive is corrupted. Please suggest me how to fix the COMPONENTS hive corruption.
 
As per the Windows Update Forum Posting Instructions, I have already run SFC scan, DISM and ComponentsScanner.

SFC run failed with the error "Windows Resource Protection could not perform the requested operation".
DISM failed with error 1450 "Insufficient system resources exist to complete the requested operation."
ComponentsScanner failed with out of memory error indicating the possible corruption in Components.

I am attaching the CBS logs from before and after attempting to installing the windows updates. I also tried to upload the zipped COMPONENTS file but it is too large to upload.

Ans: The image was modified in 2020. I have reinstalled that image and provided you the logs.
2. May I ask why all those language packs are installed?
Ans: To support the application software in those languages.
3. Why is this system with a i5-6600 CPU running an (x86) 32 bit version of Windows 10 (1607)?
Ans: To support a 32 bit camera.
4. Is this system still legally activated?
Ans: Yes. All customers have activated the windows. As I reinstalled the image and not activated the windows, you are seeing the activation error. I have faced the problem even when windows is activated.

Thanks, due to the number of installed language packs the COMPONENTS hive is pretty big. This might also be the reason whys this system is running out of resources! And with a 32 bit system you have also the issue with RAM limitation.
