That's definitely progress! I am also quite interested - I didn't know that that value
on its own could cause that problem. I was under the impression it had to be coupled with one of several other values... Anyway, we learn something new every day :)
Also, good research on the
fsutil resource setautoreset true C:\! You were absolutely right that it is a standard fix. Unfortunately, it doesn't fix this problem the majority of the time, it is just such an easy thing which occasionally does, so I like to try it first: it would be embarrasing to overlook the easy solutions!
So, first, please start an Elevated Command Prompt:

and copy and paste in the following:
attrib -r -s -h %SystemRoot%\System32\Config\TxR\*
del %SystemRoot%\System32\Config\TxR\*
attrib -r -s -h %SystemRoot%\System32\SMI\Store\Machine\*
del %SystemRoot%\System32\SMI\Store\Machine\*.tm*
del %SystemRoot%\System32\SMI\Store\Machine\*.blf
del %SystemRoot%\System32\SMI\Store\Machine\*.regtrans-ms
Don't worry if any fail with "
Could not find...{x}", that would be normal.

Save it to a convenient location so we can run it again later if needs be: save you another download :)
Then please upload another copy of
C:\Windows\Logs\CBS folder.
