Windows Update error 8000FFFF

Windows updates will not install security updates or other updates: Error 8000FFFF.
FixIt doesn't help.
My computer is incredibly slow. I have disabled automatic updates from Windows updates because they fail every time and my computer starts them on startup.
Please help with the following steps.
