Have performed all steps here: Windows Update Forum Posting Instructions

Scans are good:

C:\Users\XXX>sfc /scannow

Windows Resource Protection did not find any integrity violations.

also good:

Oh one more thing, I cant launch setup.exe from the any official Windows 11 ISO tried 22H2, 23H2 and 24H2. May be that will help somehow.
 
Followed these steps and was able to update to 24H2:
Install Windows 11 24H2 without TPM and Secure Boot requirements

Specifically:

Upgrade Windows 11​

  1. Download MediaCreationTool.bat
  2. Unzip archive and navigate to the /bypass11 folder.
  3. Find the file Skip_TPM_Check_on_Dynamic_Update.cmd, select it, right click > Run as Administrator.
  4. Then run a mounted Windows 11 installer ISO (See previous chapter or download from Microsoft)
