Windows Start Panel does not work

Hi. Until yesterday, the Start panel button did not work on my computer (Windows 10). The search button or Cortana does not work. Neither do all the other functions located to the right in the taskbar (date and time, battery status, Wi-Fi, etc.). When I press the Windows key on the keyboard it also doesn't open the panel.

I was looking for solutions online, but nothing solved the problem.

On 06/16 I did an update to the latest version of 1903. I uninstalled it to see if that was the problem, but that did not resolve it.

1) Open administrative powershell (PS) and type or copy and paste:
2) sfc /scannow
3) dism /online /cleanup-image /scanhealth
4) dism /online /cleanup-image /restorehealth
5) sfc /scannow
6) chkdsk /scan
7) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

Restore points may not work or may malfunction.

Once you have backup images you'll have more flexibility for trial and error steps.
