Windows Server 2022 - sfc failseven though component store is fine. sfcfix crashes

Multiple things in the system are not working (especially mmc console snapins).

Code:
Dism /Online /Cleanup-Image /RestoreHealth
ends with:
The restore operation completed successfully.
The operation completed successfully.
I've tried using it with wim as a source, but that doesn't really matter if it says it's fine I guess.

Code:
sfc /scannow
ends with:

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
Verification 100% complete.

Windows Resource Protection found corrupt files but was unable to fix some of them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

The system file repair changes will take effect after the next reboot.

But after a reboot it's the same. Tried DISM with ResetBase, tried doing in-place upgrade using Windows Server 2022 media (both old and updated), it hangs at 80%. Same with 2025 media.

sfcfix crashes (submitted crash dump, but can't find it now)

ComponentScanner says everything is fine (attached).
