Windows Server 2019 - KB5018419 Fails 0x80070005, for the last 14 months

Windows Server 2019 Datacenter Version 1809 (OS Build 17763.2061)

We have a few AWS EC2 servers that have not been able to install Windows Updates for the past 14 months. They fail when installing KB5018419 and KB5004244. However, all cumulative updates are failing. Specifically, they fail during the reboot step.

The first error in CBS.log is:

DriverUpdateUninstallUpdates failed [HRESULT = 0x80070005 - E_ACCESSDENIED]

We also see many log entries like the following:

CSI 00005900 Warning: Overlap: Duplicate ownership for directory

We have tried:
  • Verifying enough free disk space.
  • Uninstalling PC Matic Antivirus.
  • Installing the update manually.
  • Installing updates with local Administrator account.
  • Run sfc /scannow - no issues found
  • Run Dism /Online /Cleanup-Image /RestoreHealth - no issues found
  • Run ComponentsScanner - no issues found
  • Export CBS Folder

NOTE: The attached CBS log file had to be compressed to a .7z file in order to satisfy the size limit.

Could you please provide the following file: %systemroot%\Inf\setupapi.dev.log.
