Hello SysNative (you gurus you!),
I am making this post for the 2nd server I am having the same issue as this thread:
Literally the same exact issue, when you try to run Windows Updates since KB5048671... it will download the update, try to install it and then you go to reboot and it has to revert. On top of that, DISM just fails no matter if I attach a good ISO or not. Posting all relevant logs below:

- Tried in-place upgrade to 2019 and 2022
- Both fail with SAFE_OS error
- 0xC1900101 - 0x20017
- Both fail with SAFE_OS error
- SFC scan results:
- C:\Windows\system32>sfc /scannow
