Windows Server 2016 can't install updates or NetFX

Hi guys, long time reader first time poster.

I've inherited a server that hasn't seen upgrades in a while, they all just fail one after another. Tried to install NetFX and it says there is a component store corruption. Also can't add or remove any roles either.

Dism /online /cleanup-image /scanhealth and /checkhealth say there is no corruption.

/restorehealth also finishes without any errors but doesn't fix anything.

/sfc scannow says it didn't find any integrity violations.

ComponentScanner doesn't show any critical error or corruptions, but theres over 50k missing registry keys and all of them are something like this:

I've zipped together CBS, DISM, Components and the ComponentScanner log and uploaded them to Wetransfer

Hoping someone can help me figure this out.
