Windows Server 2012 x64 - All Security Quality Monthly Rollups Fail

This is a Server that I've inherited. I was going to wipe and re-install but seeing some of the posts on here gave me hope that it may be resolvable.

Other updated (include the .NET Rollups) install without issue but the Security Quality Monthly Rollups have been failing for at least 6 months, quite possibly longer.

Unfortunately the update history has been wiped at some point in the past by other technicians so I'm not sure when this actually started.

Step #2 - Run SFC Scan
Done. No problems found.

Step #3 – SURT/DISM Scan
Done. Always returns the same message no matter how many times I run it.

..I have access to other Windows Server 2012 boxes that are fully patched that I can copy missing files from if necessary. I'm keen to have a better understanding of how this process works in general (but equally keen to just have the issue fixed!) Now that I've registered I'll (hopefully) take a look at some of the other SFCFix scripts that have been provided to others to better understand what it's actually doing.

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service and just provide the link here.

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try installing the update just like you have in the past.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log

It threw me for a moment as installing the update with ProcMon running it listed the update as successful but when checking the update history was still listed as failed.

This is a crucial piece of info, when you install an update it does complete? If so, then I need another log C:Windows\Inf\setupapi.dev.log.

Also, what was the KB number of the update?

When running ProcMon during the update it appeared to complete successfully (i.e it went through the entire process and said it had completed at the end with the green windows update banner to indicate successful but it didn't ask for a reboot and when you look at the update history it's still listed as failed) - to be clear, it's never done this before. Normally it just says the update has failed with an 0x8007371b error.

Hi,
Package KB4471330 failed to be changed to the Installed state. Status: 0x8007371b.

Have also tried downloading KB4471330 and installing it as an MSU rather than Windows Update -
