[SOLVED] Windows Server 2008 R2 - Error 80070020 & 80080005 installing KB4507434

See attached CBS.zip. Errors from Windows Setup Event Viewer below. I have run the sfc /scannow, SURT, and SFCFix.exe

Error 1

hmmm, so there may be something wrong with the detection logic of my patching tool then because it keeps analyzing the server saying that this update is needed.
 
But for the record, here are the updates that just recently got installed ...

Note: the 2 updates highlighted are not July 2019 updates ...KB4054518 is the Monthly Quality Rollup for December 2017 and KB4503259 is the June 2019 Cumulative Security Update for Internet Explorer 11. I am baffled as to how the 2017 update got installed as I do not see it in the Windows Setup Event viewer log for that date but I do see it for back in April 2019 and some other time in the distant past.

April 20, 2019 - Package KB4054518 failed to be changed to the Absent state. Status: 0x800f0826
April 17, 2019 - Initiating changes for package KB4054518. Current state is Superseded. Target state is Absent. Client id: Deepclean.
January 5, 2019 - Package KB4054518 failed to be changed to the Absent state. Status: 0x800f0826.
~~~several in between all the way back to December 2017 where it says it was successfully installed~~~

KB4507004 is the only "real" July 2019 update in this list above - it is the Security and Quality Rollup for .NET Framework 3.5.1 for Windows 7 SP1 and Server 2008 R2 SP1 and Server 2008

KB4506997 (above image) is the only other July 2019 update that I see that got installed - is the Security and Quality Rollup for .NET Framework 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2 for Windows 7 and Server 2008 R2 for x64

So, I say all of that to say I am still confused as to why KB4507434 (2019-07 Cumulative Security Update for Internet Explorer 11 for Windows Server 2008 R2 for x64-based systems) will not install nor will KB4507449 (2019-07 Security Monthly Quality Rollup for Windows Server 2008 R2 for x64-based Systems).
 
This appeared because these updates were likely superseded or replaced by a later update.

You have installed KB4506997 which contains everything both KB4507434 and KB4507449 need and therefore your system has marked these as not needed.
 
OK ...I will take your word for it - I am totally confused as to how a .NET Framework update installs everything needed for a Cumulative Security Update for Internet Explorer 11 and a Security Monthly Quality Rollup.
