Windows lags out when opening applications

Hi, i have been having a issue with my PC for a long while now, that when i open a fullscreen application my computer just lags out. It happens every time i open Adventure Capitalist also have a trace add below when it happend. It also happens when i open OBS studio, Dying light, WoW and other applications. I do not know why this happens and had it since 2017 atleast. I have been updating my drivers recently too and have not changed the issue. Also tryed to check Latencymon to see if there was very hige latency on my GPU, but no spikes when it happens.

Would be greate if someone could help me out with this.

Specs:
CPU: Ryzen 7 2700x
GPU: Evga 1080 FTW w/ Hybrid kit
Mobo: Asus ROG CROSSHAIR VII HERO
Boot Drive: Samsung 950 pro m.2
Side Drive: WD Black 4 TB and a Samsung 850 Evo SSD
OS: Windows 10 v1809
 
seems like i have figured something out. i tryed to fiddle with my monitor cable and tryed to see if the issue presisted when only haveing 1, 2 or 3 monitors and it seems like 1 of my monitors is causing the issue. tryed with a new cable from that moinitor, to see if that was the problem but did not change the result. i might have to contact ASUS maybe about it.

The wierd part now is that when i boot in safe mode the problem disperses.

Update your video drivers.

Video drivers do not load in safemode.

I have tryed that several times, had 419 driver before i installed the newest one now 425 (Did use DDU to remove it in safe mode and installed it again after it booted up again), still no difference. also uninstalled alot of programs on my pc, to see if something else was causing it. no change tho :/
 
Can you change the wired connections around to see if different monitors show the same problem?

I tried changing port on the different monitors and tried changing cables on the monitor as well and no change. Also took and tried a new GPU just for the sake of it and same problem. So now i just reinstalled Windows 10 to hope for a fix, but seems like it did not help at all. :/
 
Does it still seem related to the Asus monitor?

I've never heard of a particular monitor causing problems like this before.

My monitor setup currently is:
Asus PG279q 1440p 165Hz Main monitor
Asus VG248 1080p 144Hz two side monitors

So, I have been testing some more. I have now tried with a GTX 970 and Radeon HD 5780. The same issue persist with the 970 and 1080, but when i had the Radeon HD 5780 installed the issue had lessened a lot (could be something regarding only getting 100Hz on my main monitor, 144Hz on one of the other and 75Hz on the last, because it only supports DP 1.1 and nothing higher).

Also tried to change my m.2 slot, to see if it was something there, but that did not help either.

I have also tried to set my refresh rate on my monitors to lower than 144hz and 165hz to see if it could make a difference, but it did not.

So i put a order on 3 new DP 1.4 cables and a new 1TB SSD 2.5"(need this for faster storage, not only for testing :P) that i can try to install windows on to check if it could be something with my m.2(doubt it at this point tho). So if the new cables do not do anything to this issue, i want to blame the Nvidia driver, since the issue was severely lessened on the AMD card and drivers, even tho a little bit gimped. Hopefully the cable change will fix my issue, if not i guess i have to contact Nvidia about it.
