Windows 8.1 component store got corrupt and can't start 32bit applications

Great. the dism log is clean.

Open an elevated command prompt.
Copy and paste the following commands into it, press enter after each.

Code:
sfc /scannow
Wait for this to finish before you continue

Code:
copy %windir%\Logs\CBS\cbs.log "%userprofile%\Desktop\cbs.txt"
This will create a file, cbs.txt on your Desktop. Zip this file and attach the zipped cbs.txt to your next post.

Do you have access to a Windows 8.1 x64 machine with the Russian language installed ?

Great. The cbs log looks clean.

Restart the computer.
Check Windows Update again and report the result.
If it fails, copy the file C:\Windows\Logs\CBS\cbs.log to your desktop.
Zip the copied file and attach the zipped cbs.log to your next reply.
 
No, check for Windows Updates. Are there any important updates available ?
 
I have installed the updates, however sfc still keeps saying that it cannot restore some of the files. Please see the file attached

It looks like KB4016754 was installed but didn't complete successful. Is that correct ?

Remove Update Manually
  1. Click on the Start button and in the search box, type Command Prompt.
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator.
  3. When command prompt opens, copy and paste the following command into it, then press enter.
    wusa /uninstall /KB:4016754
  4. Let me know if it says it was successful or if there are any errors.
