Windows 7 to 10 Update Fails With 8007002C-3000D Error

Hello, my Windows 7 to 10 update fails with an 8007002C-3000D error in FIRST_BOOT phase with an error during MIGRATE_DATA operation. I have applied every suggestion found online and run dism, sfc /scannow, sfcfix, CheckSUR, subinacl, and others, but haven't cracked it. Have tried updating online and from a USB. I am also unable to install update KB2972211, which may or may not be a related problem, that update fails with an 80070002 error. CheckSUR gives what seems a useful diagnostic, but I don't know where to get the missing files. I sure would be grateful for any insight on how to resolve the problem.

Hi, thanks for the suggestions,

WNA3100 updated from 5.100.68.48 to 5.100.148.5
Hauppauge and AMD 7 drivers were already the current version, as I updated them fairly recently.
AMD Radeon updated from 8.850.0.0 to 15.301.1901.0
Samsung Magician and SSD firmware were already the current version.

I reran the KB2972211 and Windows 10 updates, and both failed in the same way as before. The setupact.log file after these updates is the same as the last version I sent you. Sadly, it doesn't look as though these driver updates had any impact on my problem.

Should we perhaps at least replace the missing manifest and payload and see what effect that has?

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Download the file below, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
  5. Drag the file SFCFix.zip onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.

The KB2972211 update ran successfully, but the Windows 10 upgrade failed in the same way as before. CheckSUR still reports one missing payload, as follows:

I corrected the one remaining missing payload, so now checksur, sfcfix, and sfc /scannow run without notable errors. There lots of errors left in cbs.log by the windows 10 upgrade installation, but I can't interpret whether they mean anything. I've attached the latest cbs.log.

Does the error code 8007002c-3000d tell us anything?

Very good, glad to hear that SFC and CheckSUR come back clean :)

The error code doesn't tell us much, I'll need to see the logs.

Please try running Windows 10 setup again from the USB media that you created. Once the install fails, attach the latest SetupAct.log file from C:\Windows.~bt\Sources\Panther\SetupAct.log

Let me know which phase the installation progresses to (e.g. 90% overall, installing drivers).
 
No, the SSD is my drive C, 176 GB available, the HDD is just where I keep a lot of my documents. As part of my troubleshooting, I disconnected all USB devices and all HDDs, leaving only the SSD/monitor/kb/mouse attached, and the update failed in the exact same way.
 
You've done a thorough job of troubleshooting. Does the machine happen to display a stop error or blue screen when setup fails (the frown face with some error text)?
 
After the update "finishes", it says restarting windows 7, I enter my password, and it goes to a blue screen saying update fails with an 8007002C-3000D error in FIRST_BOOT phase with an error during MIGRATE_DATA operation. I click an OK button, and I'm in Windows 7 as per normal. No BSOD.
