Reboot and run the command "vssadmin list writers" in a elevated commandprompt. There should be an entry listed called "system writer". If not, the problem persist. Please report the result of above actions.

When the scan is completed, the result is displayed. Click File - Publish Snapshot. At the question "Proceed with Publish?" click Yes. A new window appears "Publish Snapshot" with a link to the scan-report. Copy and paste that link into your next reply.
