Windows 7 not updating

Windows 7 for Home is not updating since 9/15/18. I utilize Avast / Spy Bot / Super anti Spyware.

Ran SFC as required and then SFC Fix to correct problems. Received notice that WRP did not find any integrity violations. Then downloaded SURT / DISM and clicked to install. It was about 90% complete when installation stopped. Waited nearly 45 minutes and it never advanced further. It also would not cancel without resorting to Task Manager.

Ran SFC again - no problems reported. Again downloaded SURT but it never moved past stating that it was initialing installation. Again had to resort to task manager to terminate the process,

Receive Error Code 80246007 NOT 80246017 on attempts at updating.

Even though I am the sole USER, when attempting to copy CBS.log, I am denied access since it states that i am not the administrator yet I am. That said, the log file is only 1,583 KB.

I could not find the Windows update section and the link sent to me by Sysnative resulted in a message that the page did not exist. Please resend proper link.

Also, and more important, I understand that the SURT scan may take hours, but I specifically referred to the installation of the file not completing in 45 minutes. Could that take more than 45 minutes if being done properly
