Windows 7 is not able to upade IE9 to IE11

[PMM]

Im not able to update the IE9 to IE11 manually or threw the provided Windowsupdate.
Error im CheckSUR.log after SURT:
CBS Catalog Expired 0x800B0101

Could you help me please?
