Windows 2019 - Update - Error 0x800F0982

Hi!

I have a Windows Server 2019 Standard version 17763.1728.
I can't upgrade to the next versions. I get an error 0x800F0982 every time

I've already run the SFC and DISM commands, but that didn't change anything. I also tried resetting the windows update components

I tried installing the updates from Windows Update or directly from the Microsoft Update Catalog, but nothing changed.

Attached are the CBS file and the Component Scanner report.

What can I do to update my server to the latest version?
