Windows 11 24H2 From Windows Update - Clean SFC and DISM - Several Reboots Then Rollback

I'm on a fully patched Windows 11 23H2 and Windows Update is offering 24H2. The process proceeds normally and it prompts me to reboot and the installation continues and reboots itself a few more times. It gets to 84% then reboots and then performs a rollback.

Both SFC and DISM are reporting no issues.

I'm seeing the same behavior when running directly from the Windows Installation Assistant.

I've tried doing an install with all external USB devices except for a keyboard detached.
